What Perth businesses are quoted: published price ranges
We found no government or industry-body price list for commercial cleaning, so the public evidence is cost guides and cleaning company pages. These are published market ranges, not Sparkle's prices, and few explain how their numbers were gathered.
| Source (date) | Per hour | Per m² | Coverage and caveats |
|---|---|---|---|
| What's The Damage? (Nov 2026) | $42–$64, typically $46 | $2.51–$5.90 a month, 3–5 cleans a week | Perth; includes GST |
| The Quote Yard (Jul 2026) | $38–$65 | $2.50–$6.50 a month | Perth and WA; estimates; GST not stated |
| Clean Group (May 2026) | $35–$80; standard office $35–$55 | $2–$6 a month; $4–$8.50 in its Sydney-weighted table | National and Sydney; GST not stated |
| That Cleaning Crew (Nov 2025) | $30–$70+ | $2.50–$8+, period not stated | National; GST not stated |
| Localsearch (Mar 2023) | $30–$40 | None given | National; dated |
Why the published figures disagree
The sources disagree. The two Perth and WA guides sit close together, while national pages run from $30 to $80. Localsearch dates from 2023, and Clean Group says to take 10–15% off its Sydney-weighted table for Perth. GST muddies it further: What's The Damage?'s $42 low end is $38.18 before GST.
Per m² figures need extra care, because some are monthly and some do not state a period. Ask: per m² per what, and at how many visits?
Published prices for specialist work
Specialist work is usually priced separately. What's The Damage? also lists medical or specialised cleaning at $56–$78 an hour. We found no reliable published range for high-level dusting.
| Work | What's The Damage? (Perth) | The Quote Yard (WA) | Clean Group (Sydney) |
|---|---|---|---|
| Carpet steam cleaning, per m² | $2.92–$5.93 | $3.50–$9 | $3–$6 |
| Window cleaning | $44–$68 an hour | $4–$25 a pane | $45–$80 an hour |
| Strip and seal hard floors, per m² | $7.85–$14 | $8–$22 | $8–$15 |
| End-of-lease or deep clean, per m² | $5.93–$14 | $6–$18 | $6–$12 |
The award wage floor from 1 July 2026
Cleaners employed by Pty Ltd companies fall under the national Cleaning Services Award 2020 (MA000022). These minimum hourly rates come from the Fair Work Ombudsman pay guide published 24 June 2026, and apply from the first full pay period starting on or after 1 July 2026. Level 1 covers general work such as mopping, toilets and rubbish. Level 2 adds carpet cleaning, steam cleaning and ride-on machinery. Level 3 is higher-skilled again. Full-time ordinary rates for Levels 2 and 3 are $27.97 and $29.45.
Western Australia also has a state system. Sole traders and unincorporated partnerships fall under the Contract Cleaners Award: $27.07 an hour from the same date, or $33.84 for casuals, with weekday evenings at $31.13 part-time or $38.92 casual. Two lawful quotes can rest on different wage bases.
| National award | Ordinary | Weekday evening | Night | Saturday | Sunday | Public holiday |
|---|---|---|---|---|---|---|
| Level 1 full-time | $27.08 | $31.14 | $35.20 | $40.62 | $54.16 | $67.70 |
| Level 1 part-time | $31.14 | $35.20 | $35.20 | $44.68 | $58.22 | $71.76 |
| Level 1 casual | $33.85 | $37.91 | $41.97 | $47.39 | $60.93 | $74.47 |
| Level 2 casual | $34.96 | $39.16 | $43.35 | $48.95 | $62.93 | $76.92 |
| Level 3 casual | $36.81 | $41.23 | $45.65 | $51.54 | $66.26 | $80.99 |
- Weekday evening: Monday to Friday shift starting before 6am or finishing after 6pm.
- Night: non-rotating shift finishing after midnight and at or before 8am.
- Part-time rates include the 15% part-time allowance; casual rates include the 25% casual loading.
The labour floor: when a low price is a warning sign
Super is the ATO's 12% rate for 2026–27. Workers' compensation uses WorkCover WA's 2026/27 recommended rate for building and other industrial cleaning services, which insurers can discount or load.
| Level 1, weekday evening | Full-time | Part-time | Casual |
|---|---|---|---|
| Award rate | $31.14 | $35.20 | $37.91 |
| Super at 12% | $3.74 | $4.22 | $4.55 |
| Workers' compensation at 2.54% | $0.79 | $0.89 | $0.96 |
| Labour cost per hour | $35.67 | $40.31 | $43.42 |
- Not included: paid leave for non-casual staff, allowances, WA payroll tax (5.5% past the $1 million threshold), insurance, supervision, equipment, consumables, travel, admin and profit. GST adds 10%.
- A realistic after-hours price must clear those figures before GST and still cover the rest. A full-time Level 1 cleaner on weekday day shifts costs $31.02 on the same sums, close to the $32 line Clean Group says cannot cover award pay, super and insurance.
- A price well below these floors is a warning sign, not proof of underpayment. The contractor may simply be quoting fewer hours, so ask.
Worked examples: illustrative estimates
These are illustrative estimates, not quotes and not Sparkle's prices. Each assumes a basic scope, $45–$55 an hour before GST, and 52 weeks ÷ 12 months. That rate sits above the labour floors and, at $49.50–$60.50 with GST, inside the published Perth ranges. The hours are our assumptions, and figures are before GST unless stated.
With GST, the two office examples work out at $4.83–$5.90 and $4.29–$5.24 per m² a month, inside What's The Damage?'s $2.51–$5.90 and The Quote Yard's $2.50–$6.50. Hours change the answer fastest: an extra half hour a visit on the 500 m² floor adds $112.50–$137.50 a week before GST.
Office per m² rates don't transfer to warehouses. What's The Damage?'s Sydney guide says they are almost never quoted per m², because racking takes up much of the floor. We found no Perth range, and this estimate excludes ride-on scrubber hire. For warehouse cleaning, ask for hours.
| Site | Assumed labour | Per week | Per month | Per month with GST | Per m² a month |
|---|---|---|---|---|---|
| 200 m² office, 3 nights a week | 1.5 hours × 3 visits | $202.50–$247.50 | $877.50–$1,072.50 | $965.25–$1,179.75 | $4.39–$5.36 |
| 500 m² multi-tenant floor, 5 nights a week | 2 hours × 5 visits | $450–$550 | $1,950–$2,383.33 | $2,145–$2,621.67 | $3.90–$4.77 |
| 2,000 m² warehouse with office, weekly | 2 cleaners × 3 hours × 1 visit | $270–$330 | $1,170–$1,430 | $1,287–$1,573 | $0.59–$0.72 |
What drives the price
The Quote Yard says almost every quote is built from hours, even when shown per m².
- Floor area and layout: single-cleaner sites cost less per hour but usually more per m², says Clean Group. Partitions and stairs add time.
- Frequency: daily service has the cheapest per-visit rate, says Clean Group. The Quote Yard calls three nights a week with amenities serviced daily a common compromise.
- After-hours windows: a casual Level 1 cleaner's award rate is $37.91 on a weekday evening, $47.39 on Saturday and $60.93 on Sunday.
- Amenities count: toilets and kitchens carry much of the time. What's The Damage? says they can be most of the labour on a quiet warehouse.
- Floor types: carpet and hard floors need different methods and periodic work.
- Consumables: pass-through, marked-up or bundled supply can swing annual spend by $2,000–$4,000 on Clean Group's Sydney figures.
- Access and inductions: Clean Group's Sydney guide says inductions, swipe access and police checks can add 10–15%.
- Minimum shifts: national award part-time and casual shifts run at least 2 hours on sites up to 2,000 m², or 1 hour in limited cases for a lone cleaner on up to 300 m². The state award minimum is 2 hours.
- Specialist work: carpet steam cleaning, external windows and high-level dusting sit outside most regular scopes. The Quote Yard suggests pricing them into an annual programme.
Contract or one-off?
Clean Group says annual contracts with rise-and-fall clauses usually run 8–12% below month-to-month arrangements. The Quote Yard says twelve months with an annual review is common. One-off deep cleans cost more per m² because they are more intensive. Ask how your price changes when award rates move each July.
Underpricing and sham contracting risk
The Fair Work Ombudsman (FWO) describes the cleaning industry as layers of subcontracting, tight margins and competitive tendering. In its 2015 campaign, 62% of 578 contractors checked were fully compliant, and 14 WA employers back-paid 169 employees $81,707. Its 2018 inquiry into supermarket cleaning in Tasmania found breaches at 90% of the sites it examined and cited a correlation between multiple levels of subcontracting and breaches.
Price itself can create liability. In 2023 a court imposed $332,964 in penalties over underpaid cleaners at a major Australian stadium. The principal contractor was penalised $174,420 as an accessory, because the amounts it paid subcontractors were not enough to meet minimum award entitlements. Some cleaners had been paid flat rates of $7 to $23 an hour.
Sham contracting is a separate risk. The FWO says it is illegal to tell a worker they are a contractor when the business doesn't reasonably believe that, with maximum penalties up to $546,000 per contravention. An ABN alone doesn't make an arrangement a sham, but ask who employs the person cleaning your site.
What to check in a quote, and how to compare quotes fairly
Give every cleaner the same written scope, then convert each quote to hours per week and annual cost with GST, periodic work included. If one has far fewer hours, ask what comes out.
- Scope: every area, task and frequency in writing. Our office cleaning checklist is a starting point.
- Inclusions: consumables, periodic work, travel and GST.
- Insurance: a current certificate of currency plus workers' compensation. The Quote Yard calls $20 million public liability a common requirement; Clean Group says $10–$20 million.
- Award-compliant pay: which award applies, the labour rate, whether cleaners are employees or subcontractors, and how many layers sit between you and them.
- Supervision: who inspects, how often, and how faults get reported and fixed.
